The Fund for Victims of Terror of the Jewish Agency for Israel was established in 2002 following the increase in acts of terrorism against civilian population. Over the years, the Fund has been providing victims with comprehensive assistance, a full support system that helps them function alongside the trauma, find comfort, and hopefully, be able to look ahead and recover.
The Fund operates under the Jewish Agency that aspires to reinforce mutual guarantee, strengthen the resilience of Israeli society, and provide aid in times of emergency, and is currently also mobilizing to help Jews in Israel and the Diaspora who were impacted by the war.
The Fund, led by Chairwoman Ayelet Nahmias-Verbin, operates through a professional committee that reviews aid requests on an ongoing basis to optimally allocate support. The Committee includes representatives from the Ministry of Defense, the National Insurance Institute, Ministry of Aliyah and Integration, and the Jewish Agency.

The Fund's work is based on an extensive database that enables the team to identify trends and perform analysis and segmentation that support data-based, tailored decisions.
We use advanced tools to ensure full protection of information and privacy.
The Fund also supports impacted families that live in the Diaspora. The Jewish Agency's global span enables us to help them make all necessary arrangements. Since October 7, the Fund operates in more than 15 countries.
Over the years, the Fund for Victims of Terror has deepened its ties with civil and governmental organizations including the National Insurance Institute, government ministries, hospitals, resilience centers, local authorities, and more. Since October 7, the Fund Chairwoman, Ayelet Nahmias-Verbin, has been leading an intersectoral roundtable that optimizes immediate and long-term aid.
The team supports the impacted families starting from the initial event until they receive the supplementary rehabilitation grant, taking into account all their needs. If necessary, the team connects the victims to additional community resources and helps them exercise their rights.
The Fund’s work is based on different circles of emotional support following a traumatic event, and mainly on a model for treating mental trauma and preventing post-traumatic stress disorder which was developed by Dr. Moshe Farchi. The model is based on four pillars:
